Information Regarding Veterans Affairs (V.A.) Educational Benefits
The most current information on federal veterans educational programs is available on the Department of Veterans Affairs web site at www.gibill.va.gov/. You are encouraged to review that site for the most up-to-date information. Some veterans qualify under more than one program. You are encouraged to review the VA Web site to determine the best benefit package for you.
Chapter 30 (Montgomery GI Bill – Active Duty) Available to veterans who contributed to the Montgomery GI Bill during their active duty service. This benefit provides up to 36 months of education benefits. The benefits are generally payable for 10 years following your release from active duty.
Chapter 31 (Vocational Rehabilitation): If you are eligible for V.A. educational benefits under Chapter 31, your V.A. assigned case manager must first authorize you. Your case manager will forward Form 28-1905 to the school for certification. The school will certify your enrollment and progress toward your degree and return the certification to your case manager. The University Bookstore and the Office of Student Financial Services will be advised that you are eligible for Chapter 31 benefits through the U.S. Department of Veterans Affairs. Chapter 32 (Veterans Educational Assistance Program – VEAP) Available to veterans who contributed to VEAP during their active duty service. This benefit provides up to 36 months of education benefits. The benefits are generally payable for 10 years following release from active duty.
Chapter 33 (Post 9/11 GI Bill) Available to veterans with at least 90 days of aggregate service on or after September 11, 2001. This benefit provides up to 36 months of education benefits. The benefits are generally payable for 15 years following your release from active duty and may be transferred to dependents.
Chapter 33 (Yellow Ribbon Program) Anderson University participates in the Yellow Ribbon Program. This program will pay tuition and fee charges that exceed the amounts provided by the Post 9/11 GI Bill. Schools determine participation levels on an annual basis.
Chapter 33 (Transfer of Entitlement – TOE) Available to service members to transfer unused education benefits to spouses and dependents. The service member must establish eligibility for the entitlement and the Department of Defense (DOD) determines eligibility for transferability.
Chapter 35 (Survivors’ and Dependents’ Educational Assistance Program – DEA) Available to eligible dependents of certain veterans. This benefit provides up to 45 months of education benefits. The period of eligibility varies.
Chapter 1606 (Montgomery GI Bill – Selected Reserves) Available to members of the National Guard or Reserves who have completed basic training. This benefit provides up to 36 months of education benefits. The period of eligibility ends 14 years from your beginning date of eligibility or on the day you leave the Selected Reserves.
Chapter 1607 (Reserve Educational Assistance Program – REAP) Available to members of the National Guard or Reserves who served at least 90 days of active duty service on or after September 11, 2001. This benefit provides up to 36 months of education benefits. The period of eligibility ends 10 years after you leave the Selected Reserves.
IMPORTANT INFORMATION REGARDING YOUR EDUCATIONAL BENEFITS
Applicants must agree to comply with the following. Failure to do so may cease your V.A. educational benefits and result in you being charged with an overpayment.
Requesting Your Certification of Enrollment: The VAEB Form should be submitted as soon as possible to the Office of the University Registrar to avoid delays in receiving subsistence checks. Please note that Anderson University will not certify students for V.A. educational benefits unless the student makes the request in writing.
Academic Suspensions: V.A. beneficiaries who are academically suspended will be reported to the U.S. Department of Veterans Affairs, and their subsistence check(s) will be terminated. Veterans or dependents of veterans who accept V.A. checks after being academically suspended will be charged by the U.S. Department of Veterans Affairs with an overpayment.
Continued Enrollment: It is the veteran’s responsibility to notify the Anderson University Office of the Registrar concerning his/her continued enrollment by completing the certification form each academic year. Failure to do so will cause the payment cycle to be broken.
Enrollment as Progress Toward Degree: All courses taken during a term for which you have been certified for V.A. benefits must apply toward your degree. Veterans can be charged with an overpayment for any courses taken which are not applicable toward their degree. If you are in doubt as to whether certain courses are required for your degree, please contact your academic advisor, your academic dean’s office, or the Office of the University Registrar immediately as this could affect your V.A. Benefits.
Courses Taken Under the Audit Option: Courses taken on an audit basis cannot be used in computing enrollment status. Undergraduate students must have 12 credit hours or more in regular A – F option, P/F option, or equivalent credit, not audit to permit certification of full-time status. When you report your enrollment status in Section 1, DO NOT include any courses taken under the audit option. If you report and are certified for courses taken under the audit option, the U.S. Department of Veterans Affairs can charge you with an overpayment.
Repeating Courses: Once a student has received a passing grade (D or better) in a course he/she is typically no longer eligible for V.A. benefits for repeating that course.
Independent Study Courses: Veterans enrolling in independent study courses must notify the U.S. Department of Veterans Affairs and the Anderson University Office of the Registrar at the beginning of that term.
Graduate Enrollment: Graduate students who enroll in undergraduate courses may be paid at the undergraduate rate for those courses.
Prerequisite Courses: V.A. beneficiaries required to take prerequisites must have their departments provide this office with a list of prerequisite courses. Such a list should identify prerequisites by both course name and number. The V.A. may charge beneficiaries who fail to do this with an overpayment for taking courses not included in their program.
Transfer Credit: It is the student’s responsibility to see that transcripts of his/her academic work at other schools are evaluated to determine the number of transfer credits accepted by this University toward the student’s program of study/degree and to have this information submitted to the Office of the University Registrar for transmittal to the U.S. Department of Veterans Affairs regional office.
Withdrawals, Resignations, or Reduction in Enrollment: All beneficiaries withdrawing or resigning from Anderson University must notify in writing, Anderson University Office of the University Registrar, Attn: Veterans Affairs. Beneficiaries who reduce their course load must also notify the Office of the University Registrar, Attn: Veterans Affairs, as it may have an adverse impact on their eligibility for benefits.
Changes in Major: All recipients of VA educational benefits must notify the U.S. Department of Veterans Affairs of any major change by completing the appropriate form (VA Form 22-1995, for recipients of Chapter 30,32, and 1606, VA Form 22-5495 for Chapter 35 recipients).
Changes of Address: All beneficiaries must notify, in writing, both the Office of the University Registrar and the U.S. Department of Veterans Affairs of any change of address.
Application for Degree: All V.A. recipients must apply for their degree by the end of their junior year. If you do not comply with this requirement, the Office of the University Registrar may only certify your eligibility for V.A. benefits for one term until you have applied for your degree.
Double Majors: If you plan to declare a double major, you must notify the Office of the University Registrar immediately as this could affect your V.A. benefits. You must obtain special approval to receive benefits for double majors.
Please note that the Anderson University Office of the University Registrar is responsible for certifying and monitoring enrollment, academic progress, and other academic information. It is the responsibility of the U.S. Department of Veterans Affairs to approve applications and to make decisions regarding payment, issuance of checks, and eligibility. Beneficiaries who have questions regarding payment or eligibility should contact the U.S. Department of Veterans Affairs at (888) 442-4551. Please note that new applicants should expect a wait of approximately 6-9 weeks for V.A. to process and send their first subsistence check; beneficiaries who are renewing their benefits at the same school should expect a wait of approximately 3-6 weeks for V.A. to process and send their first subsistence check.
